The Philippines, for the eighth consecutive year, is among the ten worst countries, receiving a score of 5, indicating 'no guarantee of rights.' ITUC's report also notes that thirteen countries saw their ratings deteriorate in 2024, including Costa Rica, Finland, Israel, Kyrgyzstan, Madagascar, Mexico, Nigeria, Qatar, the Russian Federation, Saudi Arabia, Sudan, Switzerland, and Venezuela.
