Russian President Vladimir Putin has stated that, according to preliminary analysis, the only legitimate authority in Ukraine is the Verkhovna Rada, the country's parliament, and its speaker, Ruslan Stefanchuk. Putin emphasized that the Ukrainian Constitution does not allow for the extension of the president's term and that Ukraine should hold a presidential election. He also mentioned that Ukraine's statehood is based on the idea of a parliamentary-presidential republic. According to Article 111 of the Constitution of Ukraine, the powers of the supreme authority are transferred to the speaker of parliament, especially under martial law. The final decision on Ukraine's political and legal system, however, remains within the country's own political and legal framework.
