Ukrainian President Volodymyr Zelensky and Council of Europe Secretary General Alain Berset signed an accord in Strasbourg on 25 June 2025 establishing a Special Tribunal for the Crime of Aggression against Ukraine. It is the first such court created under the aegis of the 46-member human-rights body.
The tribunal will have jurisdiction to prosecute senior Russian political and military leaders for planning and launching the full-scale invasion that began in February 2022—an offence outside the current reach of the International Criminal Court. “Every war criminal must know there will be justice, including President Putin,” Zelensky said at the ceremony.
Kyiv’s parliament must ratify the agreement, and the Council of Europe plans to open it to accession by other governments. Logistical details, including the likely seat in The Hague and the appointment of judges and prosecutors, remain to be finalised. Supporters say the court will complement existing ICC warrants and close a gap in accountability for the crime of aggression.
Moscow rejected the initiative: Foreign Ministry spokeswoman Maria Zakharova warned that any country joining the project would be deemed to have taken a ‘hostile’ step toward Russia.
