USDA to Reopen Border for Mexican Cattle on July 7 After Screwworm Crisis

The U.S. Department of Agriculture said it will restart imports of live cattle, bison and equines from Mexico on 7 July, beginning with the Douglas, Arizona, crossing and adding four additional ports through mid-September. Agriculture Secretary Brooke L. Rollins cited “significant progress” in containing the New World screwworm, allowing for a phased reopening that will be monitored by Animal and Plant Health Inspection Service personnel.

Washington barred Mexican livestock on 11 May after the parasitic fly was detected in southern states, a move that Mexican industry groups estimate has cost about US$700 million. Since then, U.S. and Mexican officials have flown weekly missions that now drop more than 100 million sterile flies to suppress the pest and have deployed five technical teams to verify that no northward migration has occurred. Mexico will also refurbish its sterile-fly production plant in Chiapas, expected to boost capacity in 2026.

While federal authorities signal confidence, Texas—home to the nation’s largest cattle herd—is taking additional precautions. On 25 June Governor Greg Abbott ordered the Texas Parks and Wildlife Department and the Texas Animal Health Commission to establish a New World Screwworm Response Team to coordinate surveillance, public outreach and emergency eradication efforts should the insect cross the border.
