UN Special Rapporteur Francesca Albanese on Tuesday released a 39-page report alleging that more than 60 multinational corporations are profiting from what she calls the transformation of Israel’s “economy of occupation into an economy of genocide” in Gaza and the occupied West Bank. The document, titled “From Economy of Occupation to Economy of Genocide”, is based on more than 200 submissions from governments, human-rights groups, academics and companies and will be formally presented to the UN Human Rights Council on 3 July.
Albanese lists arms makers such as Lockheed Martin and Leonardo, heavy-equipment suppliers Caterpillar and HD Hyundai, and technology giants Google, Amazon, Microsoft, IBM and Palantir, accusing them of enabling Israeli military operations, settlement construction and surveillance. She says 48 of the companies were notified of the allegations and 15 responded. The report also notes that the Tel Aviv Stock Exchange has risen 179 percent since the start of Israel’s assault on Gaza, adding about $157.9 billion in market value, evidence, she argues, that the war has become lucrative for investors.
The rapporteur urges UN member states to impose arms embargoes and economic sanctions on Israel, suspend trade and investment ties with the implicated firms and pursue criminal cases against corporate executives. Israel’s mission in Geneva dismissed the findings as “legally groundless, defamatory and a flagrant abuse of her office,” and several companies either declined to comment or pointed to existing compliance with international law.
Within hours of the report’s publication, the United States Mission to the United Nations sent a letter dated 20 June 2025 to Secretary-General António Guterres requesting Albanese’s removal. Washington accuses the envoy of “virulent antisemitism,” support for terrorism and misrepresenting her legal qualifications, saying her report constitutes an intimidation campaign against U.S. businesses. The intervention deepens tensions over the Gaza conflict ahead of Thursday’s Human Rights Council debate.
