Dutch and German intelligence agencies have presented evidence indicating widespread and increasing use of banned chemical weapons by Russian forces in Ukraine. Russian military command is reported to have issued instructions for the use of such agents. No evidence of nerve agents has been found.

Dutch officials have called for tougher sanctions against Russia and for its exclusion from international bodies such as the Executive Council of the Organisation for the Prohibition of Chemical Weapons (OPCW), citing that the threat extends beyond Ukraine.

Russia denies using illegal munitions and has accused Ukraine of deploying chemical weapons. Ukrainian authorities have consistently denied these allegations.
