Google Faces Fresh EU Antitrust Fight Over AI Search Summaries

Alphabet’s Google has submitted a fresh package of concessions to European Union regulators in an effort to settle an outstanding antitrust probe and avert a potential fine. The proposal, sent on 2 July, comes a week before a scheduled meeting in Brussels at which officials are due to assess whether the company’s revisions sufficiently address competition concerns raised by rivals.
Separately, a coalition of independent publishers filed a new complaint with the European Commission accusing Google of abusing its market dominance through its AI-generated "Overviews" that appear at the top of search results. The 30 June filing, seen by Reuters, is backed by the Independent Publishers Alliance, the Movement for an Open Web and UK-based Foxglove. The groups simultaneously lodged the case with the UK Competition and Markets Authority and requested interim measures to prevent what they describe as "irreparable harm" to traffic and advertising revenue.
The complainants say publishers cannot opt out of having their content used to train Google’s large-language models or to populate AI Overviews without disappearing from conventional search listings. They argue the placement of Google’s own summaries crowds out links to original reporting, undermining readership and competitiveness.
Google, which integrated AI Overviews into search in May 2024 and now shows the feature in more than 100 countries, rejects the allegations. A spokesperson said the company “sends billions of clicks to websites each day” and that search traffic fluctuates for many reasons, including user behaviour and routine algorithm updates.
The complaint compounds regulatory pressure on the tech giant in Europe, arriving just days after its latest attempt to resolve another EU antitrust case and while it continues to appeal earlier penalties totalling €8.25 billion.
