UN Special Rapporteur on the Occupied Palestinian Territory Francesca Albanese told the UN Human Rights Council in Geneva on 3 July that Israel is responsible for “one of the cruelest genocides in modern history,” describing the situation in Gaza as “apocalyptic.” Presenting her latest report, she said more than 200,000 Palestinians have been killed or injured and accused the Israeli military of using the enclave as a testing ground for new weapons, alleging that 85,000 tons of explosives—six times the force of the Hiroshima bomb—have been dropped on the territory.

Albanese condemned the Israeli-run Gaza Humanitarian Foundation, an aid distribution mechanism set up earlier this year, as “a death trap engineered to kill or force the flight of a starved, bombarded, emaciated population.” She asserted that the mechanism has already caused hundreds of deaths and serves to facilitate further displacement.

The rapporteur called on UN member states to impose a full arms embargo on Israel, suspend all trade and investment relations, and enforce corporate accountability for involvement in the conflict. Her report lists 48 companies—including arms manufacturers, banks, technology firms and energy producers—that she says profit from what she termed an “economy of occupation.” Albanese noted a 213 % surge in the Tel Aviv Stock Exchange since October 2023, arguing that companies have reaped “near-record profits” from supplying Israel with weapons used in Gaza.
