FT Reveals BCG Modelled $5 Billion Gaza Relocation Plan

The Financial Times has reported that Boston Consulting Group produced a detailed financial model envisioning the post-war reconstruction of Gaza that included scenarios for relocating up to 500,000 Palestinians outside the enclave. One option costed a “voluntary” relocation package at about US$9,000 per person, implying a budget of roughly US$5 billion. Internal documents and interviews cited by the newspaper show the model also compared those costs with the lower expense of forced expulsions.

BCG’s work was performed under a contract worth about US$4 million over seven months for backers of the Gaza Humanitarian Foundation, a controversial US- and Israeli-supported aid initiative intended to replace UN-led relief channels. The consulting firm’s mandate covered economic projections for reconstruction, logistics planning and security advice, according to people familiar with the project.

BCG said two partners who led the assignment acted without proper authorisation and have been dismissed. The company has retained an external law firm to examine how the engagement was approved and whether it breached internal guidelines governing sensitive government and defence work.

The Gaza Humanitarian Foundation has faced mounting criticism from humanitarian agencies and rights groups, which say its militarised distribution sites have left civilians exposed to Israeli gunfire. Media reports citing medical officials put the death toll at more than 500, with thousands more wounded, since the scheme began operations earlier this year.
