President Donald Trump on Friday signed the One Big Beautiful Bill Act during a July 4 ceremony on the White House South Lawn, capping the event with a B-2 bomber and two F-35 fighter-jet flyover. Flanked by Republican leaders, the president called the 887-page package “the greatest victory yet” of his second term before applying his signature shortly after 5 p.m. Eastern time.
The legislation cleared Congress after a razor-thin House vote of 218–214 late on July 3, a day after the Senate approved it 51–50 with Vice President JD Vance breaking the tie. No Democrats supported the measure, and two House Republicans, Thomas Massie of Kentucky and Brian Fitzpatrick of Pennsylvania, joined the opposition.
The law makes the 2017 Trump tax cuts permanent, raises the child tax credit to $2,200, and exempts up to $25,000 in annual tips and overtime from federal income tax through 2028. It also devotes $46.5 billion to resume border-wall construction, sets aside $45 billion to expand detention capacity and $30 billion to hire and retain Immigration and Customs Enforcement personnel.
Savings are financed largely through stricter work requirements and funding cuts to Medicaid and the Supplemental Nutrition Assistance Program. The Congressional Budget Office projects that 11.8 million people could lose Medicaid coverage and that the measure will add roughly $4 trillion to federal debt over the next decade. Democrats warned of higher deficits and reduced health-care coverage, while the White House hailed the package as a comprehensive fulfillment of Trump’s campaign pledges.
