President Donald Trump said this week that his administration will begin phasing out the Federal Emergency Management Agency once the 2025 Atlantic hurricane season ends, effectively dismantling the federal government’s primary disaster-relief body.

Trump told reporters he wants to "wean" states off FEMA assistance and have governors assume greater responsibility for disaster response, adding that "we’re going to give out less money" and that governors unable to manage crises "shouldn’t be governor." He indicated that future emergency funds would be distributed directly from the president’s office rather than through a separate agency.

Homeland Security Secretary Kristi Noem, who oversees FEMA, said her department is drafting a plan to transfer many of the agency’s functions to state governments under presidential oversight. FEMA currently employs more than 20,000 people and administers roughly $30 billion in annual disaster-relief funding.

Emergency-management specialists and some state officials warn the proposed overhaul could shift significant financial and logistical burdens to states frequently hit by hurricanes, floods and wildfires, while supporters of the move argue it will streamline response efforts and promote fiscal discipline.
