The Trump administration has told Harvard University that a federal investigation found the Ivy League school violated Title VI of the Civil Rights Act by failing to protect Jewish and Israeli students from discrimination and harassment, according to a letter reviewed by the Wall Street Journal.

The multi-agency Task Force to Combat Antisemitism, led by the Department of Health and Human Services’ Office for Civil Rights, said Harvard was at times “deliberately indifferent” and in other cases a “willful participant” in antisemitic incidents, including assaults, vandalism and exclusion from campus spaces. Investigators reported that many Jewish students felt unsafe and concealed their identity.

The letter warns that Harvard could lose all federal funding—estimated at almost $800 million since fiscal 2023—unless it institutes “adequate changes” immediately. The notice intensifies a months-long standoff between the White House and Harvard, which has already faced cuts to research grants amid broader disputes over campus governance and admissions.

Harvard President Alan Garber was asked to outline corrective actions by an unspecified deadline. The university has not yet commented on the findings or the potential funding suspension.
