The Learning Policy Institute calculates that the withheld grants account for at least 10% of overall federal K-12 funding in every state and territory, affecting programs scheduled to begin this summer.

Democratic lawmakers and education groups argue the pause violates the Impoundment Control Act, which bars the executive branch from withholding congressionally appropriated funds without a formal rescission request. The Government Accountability Office has authority to investigate and could initiate civil action if it deems the impoundment illegal.
