The Trump administration has frozen roughly $6.2 billion in federal K-12 education grants, halting money earmarked for after-school and summer programs, support for migrant children, English language learners and teacher training. The U.S. Department of Education declined to release the annual allocation tables that normally reach states on July 1, saying the money is under a programmatic review.
An Office of Management and Budget spokesperson said initial findings suggest some states diverted funds to “subsidise a radical left-wing agenda,” citing examples such as a seminar on “queer resistance in the arts” and services for undocumented immigrants. No timeline has been given for when—or whether—the funds will be released.
States are scrambling to plug gaps. California estimates nearly $1 billion is on hold, while Colorado projects a shortfall of about $71 million and Wisconsin faces a $72.6 million deficit. The Learning Policy Institute calculates that the withheld grants account for at least 10% of overall federal K-12 funding in every state and territory, affecting programs scheduled to begin this summer.
Democratic lawmakers and education groups argue the pause violates the Impoundment Control Act, which bars the executive branch from withholding congressionally appropriated funds without a formal rescission request. The Government Accountability Office has authority to investigate and could initiate civil action if it deems the impoundment illegal.
