The Trump administration has intensified its confrontation with California over gender policies in public schools, determining on 25 June that the state’s Department of Education and its high-school sports federation violated Title IX by allowing transgender girls to compete on girls’ teams. Education Secretary Linda McMahon gave the agencies ten days to bar transgender athletes, restore records and awards to cisgender competitors, and certify compliance or face referral to the Justice Department and potential loss of federal funds.

The Title IX finding came days after a separate ultimatum from the Department of Health and Human Services’ Administration for Children and Families. On 20 June the agency told California it must strip all references to gender identity from a federally funded teen-pregnancy prevention curriculum within sixty days or risk losing the grant.

Financial pressure escalated on 1 July, when the Education Department froze roughly $6.8 billion in K-12 grants nationwide pending a policy review. About $811 million intended for California—covering after-school programmes, English-learner support, teacher training and other services—was placed on hold, forcing districts to reassess budgets for summer and autumn terms.

State leaders vowed to resist the federal demands. Superintendent of Public Instruction Tony Thurmond called the funding hold an “illegal impoundment,” while Governor Gavin Newsom’s office said California’s inclusion policies would remain unchanged. Legal challenges are expected if Washington moves to permanently withhold money already appropriated by Congress.
