Russian oil refining has significantly declined, reaching an 11-month low, primarily due to ongoing Ukrainian drone attacks and severe flooding. The affected facilities include the Orsk refinery in the Urals region, which was forced offline on April 7 due to the floods. Despite these setbacks, Russian oil processing averaged around 5.22 million barrels per day between April 11-17, marking one of the lowest levels since May 2023. The Security Service of Ukraine has conducted 14 successful attacks on Russian refineries, reducing Russian oil product exports by a third. Additionally, the ongoing refinery issues have paradoxically led to a near record high in Russia's seaborne crude exports since June 2023. Russia's oil output is projected to be down by 1.25% to 523 million tons this year.
