The Russian State Duma has passed legislation allowing individuals under investigation or trial for crimes of light and medium severity, as well as those already convicted, to be exempt from criminal liability by enlisting as contract soldiers or draftees in the military. This law, however, does not apply to offenses involving the molestation of minors, terrorist activities, and treason. The legislation aims to add legal legitimacy to the practice of recruiting from prisons without offering a pardon, by suspending the cases of suspects who sign a contract with the Ministry of Defense (MoD), and suspending the sentences of those already convicted.
