The case, stemming from Russia's 2014 invasion, involved accusations of terrorism financing and racial discrimination under the International Convention on the Elimination of All Forms of Racial Discrimination, particularly against the multiethnic community in Crimea following Russia's annexation. Despite the partial victory for Ukraine, the ICJ's decision fell short of labeling Russia as a 'terrorist state' as Kyiv had sought.
