The European Union (EU) is falling behind on its plans to provide Ukraine with one million artillery shells by March, with only about 30% of the target delivered so far, according to sources. This delay potentially gives Russian forces an advantage. Ukrainian President Zelenskiy will press EU leaders at a summit in Brussels to expand sanctions against Russia. The EU's failure to meet the target comes as Russia forces are using aircraft in their attempts to encircle Avdiivka. Ukraine has been producing more shells than in 2022 but still needs more, according to the Strategic Industries Minister. Lithuanian Foreign Minister Landsbergis criticized the EU's slow progress, pointing out that North Korea has handed over 350,000 ammunition to Russia.
