China Slaps Up to 34.9% Duties on EU Brandy, Spares Major Cognac Makers

China’s Ministry of Commerce issued its final ruling on a 17-month anti-dumping investigation into European brandy, saying it will levy duties of 27.7% to 34.9% on imports from the European Union for five years starting 5 July 2025. The measure targets brandy shipped in containers smaller than 200 litres, most of which is French cognac.

Beijing simultaneously accepted price-commitment undertakings from 34 EU producers, including industry leaders Hennessy owner LVMH, Martell parent Pernod Ricard and Rémy Cointreau. Brands that sell at or above an agreed minimum price will be exempt from the tariffs; those that break the pledge face the full duties.

MOFCOM concluded that EU suppliers were dumping product and threatening China’s domestic spirits industry. The probe began in January 2024, shortly after Brussels opened its own investigation into Chinese electric-vehicle subsidies. EU officials called the brandy duties “unfair” and said the bloc would examine possible responses.

The compromise eases immediate pressure on major cognac exporters, which generate about €3 billion in annual global sales but have seen shipments to China drop by as much as 70% during the dispute. The tariff decision comes as Chinese and EU negotiators say technical talks on the EV row are “basically completed,” leaving political sign-off as the final hurdle.
