UEFA Fines Chelsea €31 Million, Sanctions Barcelona and Others for Rule Breaches

UEFA’s Club Financial Control Body imposed a wave of sanctions on Friday after finding that several clubs violated its new Financial Sustainability Regulations, which limit aggregate losses and cap squad costs at 80 percent of revenue. The disciplinary decisions follow reviews of the 2023 and 2024 financial years and were accepted under settlement agreements lasting between two and four seasons.

Chelsea received the heaviest punishment: an immediate €31 million fine—€20 million for exceeding the football-earnings limit and €11 million for breaching the squad-cost rule. The Premier League club could be hit with a further €60 million if it fails to meet agreed targets during a four-year monitoring period. Until its transfer balance turns positive, Chelsea may not register new players for UEFA competitions.

Aston Villa were fined €11 million and face an additional €15 million liability over three years under similar transfer-registration constraints. Barcelona must pay €15 million now and could see the total rise to €60 million if it does not close its deficit within a two-year window.

Olympique Lyonnais were ordered to pay €12.5 million and accepted that failure to hit longer-term benchmarks could lead to exclusion from European tournaments. Smaller penalties were also issued to FC Porto and Hajduk Split. UEFA said particular scrutiny was applied to asset sales, related-party transactions and player-swap deals, none of which may be counted as qualifying income under the revised rules.
