Von der Leyen Faces July 10 No-Confidence Vote Over Pfizer Texts

European Commission President Ursula von der Leyen will be subjected to a no-confidence vote in the European Parliament on 10 July, following a plenary debate set for 7 July. Parliament President Roberta Metsola confirmed that the motion had cleared procedural hurdles after at least 72 lawmakers—one-tenth of the chamber—signed the initiative, with backers saying they have gathered 73 to 79 signatures.

The drive is led by members of far-right groups who accuse von der Leyen of lack of transparency in the EU’s multibillion-euro Covid-19 vaccine contracts. In May, the EU General Court ruled that the Commission had acted unlawfully by refusing to release text messages exchanged between von der Leyen and Pfizer Chief Executive Albert Bourla during 2021 negotiations—a dispute widely dubbed “Pfizergate.”

For the motion to succeed, it must secure a two-thirds majority of votes cast that also represents an absolute majority of the 720-seat legislature, or roughly 480 votes—an outcome EU officials say is improbable. Should it pass, von der Leyen and her entire College of Commissioners would have to resign, a scenario not seen since the Santer Commission’s 1999 collapse.

Even if the challenge fails, it marks the first time since 2014 that a Commission president has faced such a test of confidence and could complicate von der Leyen’s second-term agenda, including her proposed defence-investment programme. The episode underscores persistent scrutiny of the EU executive’s pandemic procurement practices and its relationship with pharmaceutical suppliers.
