Attoev, who crossed the U.S. border illegally in February 2022, was released by the Biden administration and had been residing in Baltimore while applying for asylum. Despite a global notice issued by Uzbekistan in May 2023 regarding his alleged ISIS ties, U.S. officials did not apprehend him until recently.
