Rick Scott Pushes $313 B Medicaid Cut in ‘Big Beautiful’ Tax Bill

Senator Rick Scott has introduced Amendment #2554 to H.R. 1, nicknamed the “Big Beautiful Bill,” seeking an additional $313 billion reduction in federal Medicaid spending on top of the bill’s existing $930 billion cut. Scott argues the measure would preserve the safety-net program for seniors, disabled people and children by ending what he calls a “sweetheart deal” that reimburses states more generously for covering able-bodied, childless adults under the Affordable Care Act’s expansion.

The proposal would realign the Federal Medical Assistance Percentage so states no longer receive a 90% federal match for expansion enrollees, placing them on the same cost-sharing basis as traditional Medicaid populations. Conservative groups such as Club for Growth have issued a key-vote alert in favor of the amendment, and members of Florida’s Republican House delegation have urged swift passage of the broader bill, which also includes tax cuts and border-security funding.

Democrats and progressive outlets warn the amendment could force hundreds of thousands of low-income Americans off Medicaid coverage. A Senate vote on Scott’s measure is expected as lawmakers debate passage of H.R. 1 before sending the package to President Donald Trump.
