House Republican leaders on Wednesday postponed a procedural vote on President Donald Trump’s sweeping domestic policy package after internal dissent and weather-related absences left them short of the support needed to advance the legislation.
Speaker Mike Johnson can lose no more than three GOP votes if all lawmakers are present, but conservatives Ralph Norman and Chip Roy joined Democrats in opposing the rule in committee, and several Republicans were still en route to Washington because of flight disruptions.
The Senate-amended bill—a cornerstone of Trump’s second-term agenda—would ramp up funding for border security, defense and energy production, renew trillions of dollars in tax cuts, and pay for part of the cost with deeper cuts to Medicaid and nutrition programs. Republican leaders had aimed to clear the measure before the July 4 holiday.
Johnson and Trump spent the day lobbying wavering lawmakers, while Democratic leaders pledged unanimous opposition and urged at least four Republicans to defect. House leadership insists it will vote on the Senate text as-is, heightening the stakes for the rescheduled rule vote once full attendance is secured.
