Denmark on 1 July assumed the rotating presidency of the Council of the European Union and immediately placed enlargement at the top of its six-month agenda, calling Ukraine’s accession a matter of European security.
At the presidency’s official launch in Aarhus on 3 July, Prime Minister Mette Frederiksen hosted Ukrainian President Volodymyr Zelensky and pledged that Copenhagen would do “everything we can” to secure Kyiv’s membership. “Our support for Ukraine is also a defence of our freedom,” she said, adding that any reduction in U.S. military aid would be “a serious blow to Ukraine, the EU and NATO.”
European Affairs Minister Marie Bjerre signalled that Denmark is prepared to intensify Article 7 proceedings against Hungary—including the unprecedented step of suspending Budapest’s EU voting rights—and to consider curbs on EU funds unless Prime Minister Viktor Orban lifts his veto on opening accession talks with Ukraine. She vowed to exert “maximum pressure” on Budapest during Denmark’s tenure.
Copenhagen plans to open the first negotiation chapter with Ukraine and neighbouring Moldova before year-end and will use its presidency to push cohesion-fund reforms and a defence-investment scheme aimed at strengthening the bloc’s strategic autonomy.
