Goodell, along with former NFL executive Bill Polian, was in attendance to honor former Panthers players Muhsin Muhammad and Julius Peppers. The crowd booed Goodell when he was shown on the jumbotron and during the Hall of Honor induction ceremony. The Panthers trailed 7-6 at halftime.
