Only the director of Intergovernmental Affairs was present from the administration at the hearing. Public Advocate Jumaane Williams supports the legislation, stating it is necessary to balance power in one of the strongest mayoral governments in the country. Councilman Jim Gennaro expressed anger over the administration's absence at a hearing on the legislation, calling it an 'insult to the Council.' Councilwoman Vickie Paladino argues the legislation is an 'overreach' and a 'power grab' by the Council, potentially nullifying mayoral elections. She also praised Rudy Giuliani as one of the best mayors in NYC history.
