The NCAA Committee on Legislative Relief has approved a one-time waiver that will reopen the Division I transfer portal from 7 July to 5 August for players placed on a new “Designated Student-Athlete” list, according to documents released Wednesday.
Designated Student-Athletes are those whom schools would otherwise have to cut to comply with the roster caps created under last month’s House v. NCAA antitrust settlement. While grandfathered onto current rosters and exempt from the new limits, these athletes may now transfer without restriction during the 30-day window.
Programs must finalize and submit their DSA lists by 6 July, and athletes may request to be added to those rosters before that deadline. The waiver requires schools to release designated players from any contractual or scholarship prohibitions if they choose to enter the portal.
The move gives roster-bubble players a path to continue competing elsewhere before the tighter scholarship ceilings take effect, while also offering coaches clarity on final squad sizes ahead of preseason camps.
