Governor Newsom Signs $750 Million Film and TV Tax Credit Expansion from $330 Million to Restore 4,400–5,500 Jobs

California lawmakers have approved Governor Gavin Newsom's plan to expand the state's Film and Television Tax Credit Program, increasing its annual funding from $330 million to $750 million. The measure, passed by the Democratic-led legislature, aims to retain and attract film and TV productions to the state, which have been migrating to other U.S. cities and overseas. The expansion is expected to restore between 4,400 and 5,500 production jobs and generate an estimated $1.1 billion in economic activity.

The bipartisan bill, signed into law in early July 2025, broadens eligibility for the tax credit to include more TV shows and independent productions. Governor Newsom emphasized the importance of maintaining California's status as the home of film and television, highlighting the state's commitment to supporting working Californians, small businesses, and local communities involved in the industry. The Screen Actors Guild‐American Federation of Television and Radio Artists (SAG-AFTRA) and other industry partners praised the legislation. The tax credit expansion is part of a broader budget agreement that also includes reductions in free health care for undocumented immigrants.
