Israeli daily Haaretz reported on 27 June that Defense Forces officers and soldiers operating in the Gaza Strip said they were ordered to open fire on unarmed Palestinians waiting for food at sites run by the U.S.– and Israel-backed Gaza Humanitarian Foundation. Troops quoted in the article called the locations “a killing field,” describing the use of heavy machine-guns, grenade launchers and mortars against crowds that posed no threat.
Gaza’s Government Media Office says 549 people have been shot dead near the aid points since May, while the United Nations puts the toll at more than 400 since Israel partially lifted its aid blockade on 19 May. Soldiers told Haaretz they were instructed to fire before the centres opened, after they closed and whenever civilians approached, effectively using live ammunition as crowd control.
The Military Advocate General has asked the army’s Fact-Finding Assessment Mechanism to examine whether the orders amount to war crimes. Prime Minister Benjamin Netanyahu and Foreign Minister Israel Katz rejected the allegations as “blood libels,” but U.N. Secretary-General António Guterres said the revelations highlight the “inherently unsafe” nature of the current aid distribution model.
On 30 June an IDF spokesperson acknowledged that Palestinian civilians had been “harmed” at aid distribution centres and said new operational instructions had been issued to troops “based on lessons learned.” The military said the incidents remain under review.
