The Dinah Project, a research and legal initiative led by Professor Ruth Halperin-Kaddari of Bar-Ilan University, will release the most comprehensive study to date on sexual violence committed by Hamas during its 7 October 2023 assault on Israel. Scheduled for publication on Tuesday in Jerusalem, the report draws on previously unheard evidence and is partly financed by the British government.
Investigators collected first-hand testimony from 15 hostages who returned from Gaza, 17 civilians and security personnel who witnessed the attacks, and 27 first responders. They also reviewed photographs, videos and forensic findings. The material documents rape and gang rape at six separate locations—the Nova music festival, Route 232, the Nahal Oz military base and the kibbutzim Re’im, Nir Oz and Kfar Aza—where many of the roughly 1,200 victims of the assault were killed and some 250 people were taken hostage.
The authors conclude that sexual violence was “widespread and systematic”, citing patterns of victims found naked or partially clothed, bound to trees or poles, subjected to genital mutilation, and in some cases shot while assailants continued attempts to rape them. Abuse reportedly continued in captivity, with accounts of forced nudity, verbal and physical harassment, threats of forced marriage and assaults on both female and male prisoners.
Arguing that the crimes were premeditated and used as a weapon of war, the report urges UN Secretary-General António Guterres to dispatch a fact-finding mission and place Hamas on the world body’s blacklist of groups that employ sexual violence in conflict. The study also proposes new legal frameworks to prosecute large-scale sex crimes when individual perpetrators cannot be readily identified.
