President Donald Trump said on Thursday that the United States has formally signed a trade agreement with China, telling an audience at the White House that the pact was completed on Wednesday. The announcement is the most concrete sign of movement in bilateral economic talks since Washington imposed sweeping levies and Beijing tightened controls on key exports earlier this year.

Commerce Secretary Howard Lutnick later told Bloomberg Television the accord was “signed and sealed” two days ago and formalises a framework the two sides reached in Geneva last month and adjusted during follow-up negotiations in London. Lutnick said the deal obliges Beijing to speed up approvals for rare-earth mineral exports, while Washington will hold off on certain retaliatory measures, but he declined to make the text public.

China’s Commerce Ministry said only that both governments had “further confirmed” the framework’s details, leaving unanswered questions about the scale of tariff relief and market-access concessions. Beijing this week approved additional rare-earth export licences, and U.S. duties on Chinese aluminium, steel and fentanyl-related products remain in force pending implementation of the accord.

Trump added that his administration is preparing a “very big” trade agreement with India and that deals with several other partners could follow before a self-imposed 9 July deadline for new tariff actions. An Indian delegation arrived in Washington on Thursday for the next round of talks, signalling that negotiations are entering an intensive phase.
