China’s Wang Yi Downplays Rare-Earth Concerns in Berlin Talks With Germany

Chinese Foreign Minister Wang Yi visited Berlin on 3 July for the eighth round of the China-Germany Strategic Dialogue on Diplomacy and Security, meeting his German counterpart Johann Wadephul. Wang said Beijing wants to build a “reliable, stable and mutually beneficial” partnership with Germany and called for deeper cooperation despite longstanding policy differences.

At a joint press conference, Wang dismissed European concerns over Beijing’s new export controls on rare earths, insisting that applications filed under the rules would "satisfy the normal needs of Europe and Germany" and calling the management of dual-use goods standard international practice. Wadephul replied that the restrictions were “unilateral and often opaque,” warning they undermine confidence in China as a trading partner and urging greater transparency ahead of the EU-China summit later this month.

The ministers also addressed global security. Wadephul pressed Beijing to use its influence over Moscow to help end Russia’s war against Ukraine and to prevent any dual-use items from prolonging the conflict. Wang reiterated that China supplies no lethal weapons to either side, strictly controls drone exports and continues to back comprehensive peace talks, welcoming any initiative that could lead to a binding settlement.

Wang’s stop in Berlin is part of a broader European tour that includes Brussels and Paris as Beijing seeks to ease tensions with the bloc before EU and Chinese leaders convene in China on 24–25 July. The Berlin talks underscored both sides’ intention to keep communication channels open while managing disputes over trade, human rights and geopolitical crises.
