The European Union intends to create emergency stockpiles of critical minerals in response to escalating geopolitical risks, the Financial Times reported, citing a draft strategy prepared by the European Commission. The plan, expected to be released next week, aims to cushion the bloc against potential supply disruptions linked to conflict or other shocks.
According to the draft, Brussels would coordinate inventories of rare earths, permanent magnets and other strategic raw materials used in clean-tech, energy and defence applications. The strategy also calls for holding cable-repair kits, backup food and medicines, and nuclear fuel to ensure essential services can continue during crises.
The document warns that the EU faces a "complex and deteriorating risk landscape" marked by rising conflicts, climate-change impacts and hybrid or cyber threats driven by hacktivists, cybercriminals and state-sponsored groups. It argues that member states currently lack a common understanding of which goods are vital for crisis preparedness.
The initiative builds on the EU Preparedness Union Strategy unveiled in March 2025, which urged households to keep 72-hour emergency supplies and asked governments to strengthen critical stockpiles. While the contents of the new draft could change before publication, it underscores the bloc’s push to cut reliance on external suppliers—particularly China—for materials crucial to energy transition and national security. The Commission has not yet commented on the report.
