Serbian President Aleksandar Vučić paid his first official visit to Ukraine on 11 June, traveling to Odesa to attend the Ukraine–Southeast Europe Summit. The trip is both his first to the country in 12 years in office and his first since Russia’s 2022 invasion of Ukraine. Standing alongside Ukrainian President Volodymyr Zelensky, Vučić voiced support for Ukraine’s territorial integrity and offered to finance the reconstruction of “one or two” Ukrainian cities or an entire region, describing the initiative as tangible assistance rather than “loud words.” Despite the gesture, Vučić declined to sign the summit’s final declaration, which condemned Russian aggression and urged stronger sanctions on Moscow. Serbia was the only participant to withhold its signature, a move Vučić said reflected Belgrade’s policy of military neutrality and its decision not to impose sanctions on Russia. The visit follows European Union criticism of Vučić’s appearance at President Vladimir Putin’s Victory Day parade in Moscow last month and highlights Belgrade’s attempt to balance its long-standing ties with Russia against ambitions for closer integration with the EU.
