A newly released nonprofit study alleges that Energy Foundation China, a Beijing-based grant-making organization, has funneled millions of dollars annually to U.S. climate advocacy groups urging the phase-out of fossil fuels and an accelerated transition to renewable energy. The report claims the funding provides the Chinese Communist Party with indirect leverage over American energy debates and risks undermining domestic production. According to the study, the grants support organizations that lobby for federal incentives benefiting electric-vehicle batteries, solar panels and other clean-technology products dominated by Chinese manufacturers. By shaping U.S. policy in this direction, the authors argue, Beijing could expand its share of critical supply chains and deepen American reliance on Chinese industrial capacity. The findings drew swift political backlash. Senator Rick Scott warned that China is “weaponizing nonprofits” to advance what he called a “bogus Green New Deal,” while Representative McDowell said the alleged operation amounts to economic warfare. Both lawmakers urged congressional committees to investigate foreign funding of environmental groups and to prioritize measures that bolster U.S. oil and gas output.
