Berkeley's District 4 held a special city council election on Tuesday night for the downtown City Council seat. The election is seen as a referendum on the city's plan to end exclusionary zoning versus returning to the housing policies of the 1970s. Initial returns show Igor Tregub leading with 33% of the vote, followed by Rubén Hernández Story with 26%, Elana Auerbach with 24%, and Soli Alpert with 17%. A total of 926 votes have been tallied so far out of 7,453 registered voters. The final result is pending ranked-choice calculations as no candidate received over 50% of the vote.
