Andre Tiago Lucas, age 36, a Brazilian national convicted in 2016 of raping a 13-year-old in Minas Gerais, Brazil, was arrested by U.S. Immigration and Customs Enforcement (ICE) on October 31, 2024, in Bourne, Cape Cod, Massachusetts. Lucas had been sentenced to over nine years in prison in Brazil before fleeing to the United States.
Lucas had been living at a home daycare in Hyannis operated by Franciele Nunes, who is reported to be the mother of two of his children. The daycare was licensed by the Massachusetts Department of Early Education and Care (EEC) for three years and underwent at least five inspections, which found no evidence of Lucas's presence. The daycare's license expired in March 2025, leading to its closure.
The case has raised concerns from local officials, including Worcester County Sheriff Lew Evangelidis and State Rep. Steven George Xiarhos, about public safety, background check procedures, and the effectiveness of oversight in Massachusetts, which has sanctuary policies and a Right to Shelter law.
In a separate incident in Worcester, Massachusetts, a crowd of approximately 25 people surrounded ICE agents on Eureka Terrace as they detained a woman of Brazilian descent. The incident escalated, resulting in the arrest of the woman's 16-year-old daughter, who was holding a 1-year-old infant, on charges including reckless endangerment of a child. Ashley Spring, age 38 and a candidate for the Worcester School Committee, was also arrested on charges including assault and battery on a police officer.
City officials, including Worcester City Manager Eric Batista and Mayor Joseph Petty, expressed concern over the separation of families and the growing tension related to federal immigration enforcement. The reason for the ICE detainment of the woman remains unclear.
This illegal alien fled Brazil after he raped a 13-year-old child and then ended up living inside a Massachusetts daycare.
The sanctuary state of Massachusetts licensed the home daycare and inspected it five times w/o finding any violations.
But even if they knew this fugitive https://t.co/Zm9aFMISPN

If you think the crimes some of these gang members commit against Americans are disturbing, consider what they do to their own people—many of whom are too afraid to file police reports. Worse yet, they’re often forced to live side by side with their abusers in the same shelters
