CBOE Files 19b-4 for Canary PENGU ETF Combining Solana Memecoin and Pudgy Penguins NFTs; SEC Review Underway

The Chicago Board Options Exchange (CBOE) has filed a 19b-4 form with the U.S. Securities and Exchange Commission (SEC) to list and trade the Canary PENGU ETF, which is backed by the Solana-based memecoin $PENGU and Pudgy Penguins NFTs. This filing marks the first-ever ETF to combine a memecoin with non-fungible tokens (NFTs), making $PENGU the second memecoin after Dogecoin (DOGE) to enter the SEC's formal review process alongside cryptocurrencies such as Bitcoin (BTC), Solana (SOL), and XRP. The ETF was internally approved by CBOE on June 10, 2025, and the SEC review is now underway.

Following the filing, $PENGU's market capitalization surged to approximately $896 million, with the memecoin showing strong momentum including a 300% year-to-date increase. Market analysts note that $PENGU is leading smart money inflows and weekly percentage gains among major cryptocurrencies. The Pudgy Penguins NFT project has also contributed to the token's rising popularity, with the combined ETF seen as a pioneering financial product that could set a precedent for future NFT-related ETFs. The $PENGU token is on track to increase its market share among memecoins, with projections suggesting it could reach a market cap of $1.25 billion if current trends continue.
