A staggering 33 million people are under flood watches from Texas to Tennessee, with severe weather affecting Louisiana and Eastern Texas receiving over a foot of rain. Flood watches remain in effect today. More rain is anticipated as another winter storm targets the southern and eastern United States, with additional rainfall of 1-2 inches expected through tomorrow evening.
