Harvard University has continued to train members of the Xinjiang Production and Construction Corps (XPCC), a Chinese paramilitary organization sanctioned by the U.S. government for its role in the Uyghur genocide. Harvard's T.H. Chan School of Public Health held training sessions for XPCC officials in 2023 and 2024, following the imposition of U.S. sanctions in 2020. The annual health financing course, run in partnership with China's National Health Security Administration, included XPCC officials at the invitation of Chinese authorities.
Harvard's engagement with XPCC could expose the university to legal risks, including potential fines for violating U.S. sanctions. In 2022, Harvard's program trained 188 Chinese government officials, and six of its Chinese partner universities have links to the People's Liberation Army. Critics have raised concerns about the extent of Chinese Communist Party influence at Harvard, citing both financial ties and programmatic partnerships.
These developments come as Harvard faces a freeze on $2.2 billion in federal grants and threats to $9 billion in federal funding over its handling of campus anti-Semitism and compliance with federal directives. The university, with a $53 billion endowment, filed a lawsuit on April 21 against the Trump administration's funding freeze. In response to federal demands, Harvard adopted the IHRA definition of antisemitism and dismissed the leadership of its Center for Middle Eastern Studies.
