China Imposes Curbs on EU Medical Devices After Brussels Procurement Ban

The European Commission on 20 June invoked its International Procurement Instrument for the first time, barring Chinese companies from bidding on public tenders for medical devices valued above €5 million. The measure—covering equipment from surgical masks to MRI scanners—affects an estimated €60 billion in annual contracts, roughly 40 % of the bloc’s €150 billion medical-technology market. Successful bidders must also limit Chinese-origin components to half the contract value. Brussels said the step was necessary after finding that 87 % of comparable tenders in China discriminate against EU suppliers.

Beijing condemned the decision and, on 6 July, announced reciprocal action. China’s finance ministry said government entities will exclude EU-made medical devices from purchases exceeding 45 million yuan ($6.3 million) and will bar products from any country if EU components account for more than 50 % of the contract’s value. Goods manufactured in China by EU-invested firms are exempt. The restrictions took effect immediately.

The tit-for-tat measures add to a growing list of trade frictions that includes EU tariffs on Chinese electric vehicles and China’s anti-dumping duties on EU brandy. Industry groups on both sides are assessing supply-chain impacts as leaders prepare for an EU-China summit later this month.
