UEFA Hits Chelsea With €31 Million Fine as Financial Clampdown Widens

UEFA’s Club Financial Control Body imposed a wave of penalties on six European clubs after finding they breached the governing body’s new financial-sustainability rules, applied for the first time to the 2024–25 monitoring period.
Chelsea received the heaviest sanction: an upfront €31 million fine and a further €60 million suspended, making the total liability a record €91 million should the London club fail to meet agreed targets. Barcelona was ordered to pay €15 million immediately, with an additional €45-to-€60 million activated if the club’s finances are not brought into line within two years.
Olympique Lyonnais was fined €12.5 million, a figure that could rise to €50 million, while Aston Villa must pay €11 million now and faces a further €15 million if it misses future benchmarks. AS Roma and Croatian side Hajduk Split were handed smaller penalties of €3 million and €300,000, respectively.
All six clubs accepted settlement agreements lasting between two and four years that require them to cut deficits and comply with caps on squad-cost ratios. Failure to do so would trigger the suspended portions of their fines and could lead to restrictions on registering new players for UEFA competitions or, ultimately, exclusion from European tournaments.
The action underscores UEFA’s tougher stance on financial discipline. The record potential liabilities for Chelsea and Barcelona exceed the headline fines issued in 2014 to Manchester City and Paris Saint-Germain, signalling that the regulator is prepared to escalate sanctions under its revamped regulations.
