New Hampshire First State to Pass Strategic Bitcoin Reserve; Arizona Signs Bill, Texas Advances $500M BTC Purchase Plan

New Hampshire has become the first U.S. state to pass a law establishing a Strategic Bitcoin Reserve, allowing up to 5% of state funds to be allocated annually to purchase precious metals and cryptocurrencies with a market capitalization exceeding $500 billion, a criterion met only by Bitcoin. The state’s available funds for this initiative are estimated around $280 million. Following New Hampshire, Arizona has enacted legislation to create a Bitcoin Reserve Fund through unclaimed digital assets, with Governor Katie Hobbs signing bipartisan legislation that also ends forced liquidation of unclaimed crypto assets. This law enables the state to stake reserve assets for earnings and positions Arizona as the second state to establish a strategic Bitcoin reserve. Meanwhile, Texas has advanced its Bitcoin Reserve Bill SB21, which passed out of the House DOGE Committee with an 8-5 vote and is headed for a final floor vote before reaching the governor’s desk. The Texas bill proposes purchasing $500 million worth of Bitcoin annually. These developments highlight a growing trend among U.S. states to integrate Bitcoin into their financial reserves, reflecting bipartisan support and strategic interest in cryptocurrency as a neutral settlement asset aligned with U.S. interests. Taiwan’s Congressman Ju-Chun Ko has also called for the national central bank to establish a strategic Bitcoin reserve, noting the country’s $580 billion in reserves. Bitcoin’s price has surged to around $97,000 amid these legislative advances, with market dynamics influenced by increasing state-level adoption and reserve fund proposals.
