Leaked Audio Ties Russian Military to 2024 Azerbaijan Jet Downing

Azerbaijani news outlet Minval.az has published an anonymous letter and audio recordings that appear to show the Russian Ministry of Defense ordering the missile strike that brought down Azerbaijan Airlines Flight 8243 on 25 December 2024. The Embraer E190 crashed while attempting an emergency landing after being hit near Grozny, killing 38 passengers and injuring 29.

The leaked dossier includes an explanatory note signed by Russian air-defense captain Dmitry Sergeyevich Paladichuk and intercepted radio traffic. In the audio, officers operating a Pantsir-S1 battery can be heard receiving coordinates, acknowledging poor visibility, and twice being told to “fire,” before reporting a first miss and a second launch that struck the jet with shrapnel.

The material, released on 1 July and echoed by Euronews and other international outlets, undermines Moscow’s earlier claim that the incident was an accident during anti-drone operations. The Kremlin has not commented on the new evidence, which suggests direct chain-of-command involvement from Russia’s defense ministry.

Relations between Baku and Moscow have deteriorated sharply. Azerbaijan has opened a criminal case against Russian security agencies over separate alleged abuses and is demanding an apology, accountability and compensation for the downed aircraft. Russia has called Azerbaijan’s reaction “excessively emotional,” while both sides trade diplomatic protests and detain media personnel connected to the dispute.
