Publishers File EU Antitrust Complaint Over Google’s AI Search Overviews

Alphabet’s Google is facing a fresh antitrust challenge in Europe after the Independent Publishers Alliance filed a formal complaint with the European Commission on 4 July. The group, joined by the Movement for an Open Web and U.K. non-profit Foxglove Legal, accuses Google of abusing its dominance in online search through its AI Overviews—algorithm-generated summaries that sit above traditional links in search results and have been rolled out in more than 100 countries since last year.

In a document dated 30 June and seen by Reuters, the publishers say their articles are ingested without permission to train Google’s large-language models and to generate the summaries, while the positioning of AI Overviews diverts user traffic away from the original sources. They contend publishers cannot opt out of the feature without disappearing from Google’s general search results, leading to significant losses in readership and advertising revenue.

The complainants have asked Brussels for an interim measure to suspend the practice, arguing it is causing ‘serious and irreparable harm’ to competition. A similar filing has been made with the U.K. Competition and Markets Authority, which has confirmed receipt. The European Commission declined to comment.

Google said it continues to send “billions of clicks to websites each day” and maintained that new AI experiences in Search create additional opportunities for publishers to be discovered. The company added that traffic fluctuations can stem from seasonal demand and regular algorithm updates. The complaint adds to mounting regulatory scrutiny of Google, which has already incurred more than €8 billion in EU antitrust fines over the past decade.
