China could produce “more than 100 DeepSeek-like breakthroughs” in artificial intelligence over the next 18 months, former People’s Bank of China deputy governor Zhu Min told the World Economic Forum in Tianjin. Zhu, who also served as a deputy managing director at the International Monetary Fund, said China’s deep pool of engineers, vast consumer market and supportive policies should “fundamentally change the tech nature of the whole Chinese economy.”
The forecast builds on the rapid impact of DeepSeek-R1, a low-cost Chinese large-language model that startled the industry in January and helped lift domestic technology stocks. Bloomberg Economics estimates that high-tech industries already account for about 15% of China’s gross domestic product, a share it expects to exceed 18% by 2026, even as overall growth is projected to slow to 4.5% this year.
Zhu’s bullish outlook underscores an escalating talent war with the United States. Meta Platforms has stocked its newly formed Superintelligence Labs with Chinese researchers—seven of 11 publicly disclosed hires graduated from top mainland universities—and has dangled signing bonuses reportedly reaching US$100 million. OpenAI chief executive Sam Altman has publicly complained about the aggressive poaching.
Chinese start-ups are responding in kind. Hangzhou-based DeepSeek this week posted its first batch of LinkedIn job ads in months, advertising 10 roles—three focused on artificial general intelligence—in a bid to lure overseas engineers despite the platform’s withdrawal from the mainland. The parallel pushes by U.S. and Chinese firms highlight how access to elite talent, rather than hardware alone, is becoming the decisive factor in the race for next-generation AI amid continued U.S. restrictions on advanced chips.
