More than 45 chief executives representing over 110 European companies have asked the European Commission to suspend the implementation of the bloc’s Artificial Intelligence Act, according to an open letter seen on 3 July. Signatories include the heads of ASML, Airbus, SAP, Mistral AI, BNP Paribas, Mercedes-Benz and Siemens Energy.
The executives are seeking a two-year “clock-stop” on the law’s obligations for general-purpose AI models, which are due to take effect in August 2025, and on subsequent deadlines for high-risk systems scheduled for 2026 and 2027. They argue that missing guidelines and a promised code of practice leave companies without the clarity needed to comply, risking a setback to Europe’s technological competitiveness.
Adopted last year, the AI Act is the world’s first comprehensive regulatory framework for artificial intelligence. It requires developers to disclose training data, respect intellectual-property rules and implement risk-mitigation and security measures, with tougher duties for the most powerful models. The Commission has yet to publish detailed implementation rules, creating what industry leaders describe as regulatory uncertainty that is already affecting investment and product road maps.
The Commission has not publicly responded to the request. The letter intensifies lobbying pressure as EU officials finalize secondary legislation and national authorities prepare for the August deadlines.
